The City of Kitee procures goods and services from the private sector to organise the services under the City´s responsibility. According to the 2017 financial statement, the City of Kitee used 57 million euros on goods and service procurements. Each year, the City makes investments for 1–6 million euros.

The procurements are decentralised among the City units. In procurements falling under the scope of the Act on Public Procurement and Concession Contracts, the City uses the North Karelia Procurement Office included in the municipal organisation of the City of Joensuu. The Procurement Office is in charge of regionally centralised procurements of goods and services. The Procurement Office involves, for example, 14 municipalities, 11 parishes and several joint municipal authorities, companies and associations.


Kitee complies with valid legislation on public procurements and with the City’s own principles, rules and guidelines. Procurements are implemented in a cost-effective manner that ensures the best possible quality.

The Kitee City Council approved on 18 December 2017 the Procurement Programme for 2017–2021, which steers the City’s procurement activities. In this programme, procurement activities refer to all activities of the City of Kitee related to the planning, tendering and implementation of procurements, purchases and orders, as well as to all procurement contracts and their management.

The Procurement Programme was drawn up in cooperation between local entrepreneurs, the City of Kitee and the Central Karelia Development Company KETI Ltd. The programme is based on the Kitee City Strategy 2017–2021 and on the City of Kitee Vitality Programme 2017–2020.

Objectives of the Procurement Programme:
1. Promoting regional vitality,
2. Acknowledging the social, innovative, environmental and business-related impacts,
3. Developing procurement competence and
4. Improving the quality and cost-effectiveness of procurements.

Procurements exceeding national and EU threshold values


Contract notices that exceed the national threshold value are published in the HILMA service either at national or EU level according to the contract value. Each contract notice indicates where the relevant tender requests can be found.

Small-scale procurements

The Act on Public Procurement and Concession Contracts is not applied to small-scale procurements falling below the threshold values; instead, the City units will implement such procurements in keeping with the City of Kitee small-scale procurement policy (to be published later) and in compliance with the principles of good governance and other valid legislation.

All small-scale procurements of the City of Kitee are carried out through the Cloudia Small-Scale Procurement Service, which is aimed at increasing the transparency of small procurements and enhancing the process. Companies can register for the online service for free.

Procurement calendar

Each year, the City of Kitee publishes a procurement calendar listing the planned procurements and valid annual contracts. The calendar includes a table displaying the contact details of the officials in charge of the contents of the planned procurements, so that entrepreneurs can make enquiries and consult the officials in advance about the contents of the contracts. The procurement calendar does not include such joint procurements involving the City of Kitee that are put out for tender by the North Karelia Procurement Office.

The purpose of the procurement calendar is to increase communication between the City and entrepreneurs, and to make the procurement processes more systematic.

• The focus is on activating companies and providing them with concrete assistance with participating in public procurements implemented in North Karelia.
• Companies are offered assistance and advice with, for example, submitting tenders and using the online systems.
• Companies are informed of current procurements and ongoing tendering processes.
• The Officer organises different events (such as information events and procurement evenings) and collaborates with local operators.

The Procurement Officer project is implemented from 1 January 2017 to 31 December 2018 as a joint project of the Joensuu Regional Development Company JOSEK Ltd, the North Karelia Procurement Office, the Central Karelia Development Company KETI Ltd and the Federation of Finnish Entrepreneurs, North Karelia.
